Illegal moped 'crackdown needed'

The number of teenagers riding mopeds without a licence or training, or under the influence of drink or drugs, is rising, according to the IAM.

However, senior police officers deny it is a widespread problem, and say that the answer is targeted enforcement in areas where it is a problem.

PC Steve Greenhalgh, from Avon and Somerset police, regularly comes across illegal riders when he's out on patrol. He helps run a local project called Kickstart, designed to get teenage riders caught breaking the law to swap punishment for road safety training.
